1. The name of the Association shall be Sussex County Women’s Indoor Bowling Association.

2. OBJECTS:
To promote, foster and safeguard the Indoor Game of Bowls for women in Sussex, as laid down by the Rules of the English  Indoor Bowling Association (E.I.B.A. Ltd).

3. MEMBERSHIP:
(a) Membership shall be open to all Bowls Clubs in Sussex who are affiliated to the English Indoor Bowling Association. Clubs applying for affiliation of this Association must have greens, banks and ditches conforming to the current “Laws of the Sport of Bowls Crystal Mark"

(b) Affiliation applications should be sent to the Hon. Secretary, together with any appropriate entrance fee, and should show names and addresses and telephone numbers of the Secretary, Treasurer and other Officers of the Club making application.

4. FEES AND SUBSCRIPTIONS:
All Affiliation and Per Capita Fees are due by 31st March each year. Any Club failing to pay by this date shall be disqualified from participation in the affairs of the Association and the withdrawal of Rights and Privileges, until all outstanding dues have been received by the Association’s Treasurer.

5. ADMINISTRATION:
(a) The affairs of the Association shall be conducted by an Executive Committee consisting of President, Vice President, Junior Vice President, Immediate Past President, Hon. Secretary, Hon. Treasurer, Hon. Match Secretary,  Hon. Competition Secretary, Hon. League Secretary, Hon. Selector (East), Hon. Selector (West), Past Presidents, Hon. Life Members and One Delegate from each Affiliated Club. Only Delegates / Representatives shall be entitled to vote at Executive Committee, Annual or other General Meetings. In the event of any equality in Votes at any Meeting, the President shall Exercise a  Casting Vote.

(b) President, Vice President and Immediate Past President shall hold office for a term of ONE year only by progression. The Junior Vice President shall be elected at the Annual General Meeting and progress to Senior Vice President the following year.

(c) Clubs may substitute one delegate for another at any Meeting providing prior notice has been received by the Association’s Secretary.


(d) All other Officers and Selectors shall be elected each year at the Annual General Meeting.

(e) A minimum of 7 Delegates / Representatives presnt and eligible to vote shall form a quorum at Executive Meetings.

(f)
Emergency matters to be dealt with by the President, Vice President, Junior Vice President, Hon. Secretary, Hon. Treasurer and one other Officer. Four to form a quorum. All proceedings of an Emergency Committee Meeting to be reported to the next Executive Committee Meeting.

(g) Selection Committee to consist of President, Vice President, Immeadiate Past President, Selector (East), Selector (West), and Hon Match Secretary

6. GENERAL PURPOSES COMMITTEE:


(a) General Purposes Committee to comprise of Officers only. Five to form a quorum.

(b) The Immediate Past President to serve on the General Purposes Committee in this capacity for one year after vacating the Chair.

(c) The General Purposes Committee shall have the power to fill  any vacancies occurring amongst the Officers and Selectors.



7. ANNUAL AND OTHER GENERAL MEETINGS:
(a) The Annual General Meeting to be held in May each year. The Notice and Agenda of the Meeting and a list of nominations and propositions received from the Clubs shall be sent to all Members of the Executive Committee at least fourteen days before the date of such Meeting.

(b) Nominations for the various Offices must be sent on the Official Form and be received by the Association’s Secretary at least twenty eight days (28) before the date of such meeting. The Nomination Form must be signed by the Secretary specifying the date of the Meeting at which the Nomination was agreed. Nominations must show the name of the Proposer and Seconder and carry the acceptance of the person nominated.

(c) All Propositions for consideration at the Annual General Meeting must be sent by the Club Secretary on the Club’s official headed notepaper, specifying the date of the Meeting at which the Proposition was agreed and the name of the Proposer and Seconder, to be received by the Association’s Secretary no later than 1st March.

(d) Members of Affiliated Clubs may attend the Annual General Meeting and take part in the business, but only Club Delegates and Members of the Executive Committee shall be allowed to vote.

(e) In addition to the Annual General Meeting, four Executive Meetings will be held during the Association’s Year.

(f) The last item on the A.G.M. Agenda shall be “Election of Officers.”


(g) An Extraordinary General Meeting may be called:

1, At the request of a majority or the General Purposes Committee or

2, On a written request to the Association’s Secretary signed by not less than the Secretaries of four (4) Affiliated Clubs.

3, The Notice calling for such Meetings shall state the purpose for which it is called and no other business shall be transacted at the Meeting.

8. HON. SECRETARY AND HON. TREASURER:
(a) The Honorary Secretary shall keep a record of all business transacted at all the Meetings of the Association and submit a Report at each Annual General Meeting.

(b) The Honourary Secretary shall be the named correspondent with the EIBA.

(c) The Honorary Treasurer shall render to each Annual General Meeting a precise, duly examined, Account of the Income and Expenditure of the Association as at 30th April each year. Copies of the Accounts to be available at the Annual General Meeting.

(d) All monies drawn on the Association’s Bank Account, to be approved and authorised by the Treasurer and counter authorised by the Secretary or one nominated Officer.

9. G.P.C. AND EXECUTIVE COMMITTEE IN APPEAL:
The G.P.C. and Executive Committee shall be empowered to adjudicate upon any disputes referred to it, arising between or among Affiliated Clubs, as to the meaning or interpretation of any of the Association’s Rules, or on any matter of practice, policy or complaint which it shall hold to be within its jurisdiction. The subject of reference or appeal must be stated in writing to the Hon. Secretary, who shall call an Executive Committee Meeting to deal with the matter.

10. SEVERANCE OF MEMBERSHIP:
It shall be competent for the G.P.C. and Executive Committee, after due investigation of the facts and, if need be, the examination of witnesses and relevant evidence, to suspend or determine the membership of any Club or any Member thereof.

11. COMPETITIONS AND MATCHES:
The G.P.C. and Executive Committee shall have the entire control of all County Matches and County Competitions within their edict and they may delegate such powers to sub-committees appointed for that purpose.

12. S.C.W.I.B.A. Dress Code
White/cream skirts with regulation pleats, EIBA approved white trousers/crops/shorts.  County badged shirts for County Matches. County shirts (badged or unbadged) or white plain shirts for Patrons Matches.  Uniform to travel – grey skirts/grey tailored trousers.

13. ENGLISH BOWLS YOUTH DEVELOPMENT SCHEME:
S.C.W.I.B.A. hereby confirm our commitment to promoting a Safe Environment in which children and the vulnerable adults can enjoy taking part in the game of bowls, and complying with the current legislation on General Data Protection Regulations as determined by the National Governing Body.

14. Disslution of SCWIBA.
In the event of the dissoultion of the Association, any assets remaining, after the satisfaction of all debts and liabilities of the Association, shall be distrubuted equally to all affiliated Clubs.

15. ALTERATION TO RULES:
No alteration or addition to Rules shall be made except at the Annual General Meeting or Special General Meeting called for the purpose. Notice of any proposed alteration must be received by the Hon. Secretary, in writing, at least twenty eight days (28) prior to the date of such meeting and shall be included in the Notice of the Meeting.
